WFP HQ Security confirms that Badge validity and renewal are following the same procedures in force before the beginning of the pandemic.
FFOA has been informed by FAO that the Italian Ministry of Health has extended the availability of 4th doses (also known as 2nd boosters) of the COVID-19 vaccine to individuals aged 60+. The Ministry of Health highly recommends the vaccines for this age group.
Furthermore, the Ministry of Health has reiterated that it recommends 4th doses to vulnerable individuals aged 12+ with comorbidities.
FFOA has received the following message from IFAD regarding the access to their Headquarters.
IFAD continues to follow up on standard procedures, where extension of any expiring badges are evaluated on a case to case basis as needed, and retirees are required to inform [log in to unmask]<mailto:[log in to unmask]> ahead of visiting the building. A further notification will advise if a new/renewed badge is eventually validated. All being confirmed, they can pick it up at the main guardhouse.

FAO has informed the Association that Covid-19 booster vaccinations will be carried out through the UN program during the period 17 through 28 January 2022. The booster vaccination is open to all UN retirees in Italy irrespective of the agency they worked for and whether vaccinated through the UN or not. Also, individuals who received a non- European Medicine Agency (EMA) approved vaccine can be accommodated and the booster will trigger the release of the Green Pass.

FFOA has received the following information from the Designated UN Official in Italy (FAO) ret the issuance of the green pass without an AUTHCODE for those vaccinated under the UN Programme in Italy including retirees who were registered by FFOA.

Dear Members, Since most members have started to receive their first vaccination dose and many also their second, the issue of obtaining the official vaccination Certificate with a QR code has become a problem for many who have no Tessera Sanitaria and SPID and therefore cannot access the Fascicolo Sanitario Elettronico where apparently the vaccination record has been placed. We have raised this problem with FAO and the RBAs and have sought their intervention with the local authorities to ascertain what mechanism could be put in place to resolve this problem. Further to Information Note 12/2021 (below) please be informed that as of 25 May 2021 UN retirees resident in the Lazio Region can access the Covid vaccination on-line booking system without being enrolled in the national health system and thus not possessing a Tessera Sanitaria. The Lazio booking system now permits UN retirees to book their vaccination appointments also on-line by using their Codice Fiscale.
Dear Members, Further to our Information Note 14/2021, FFOA has now been informed by FAO as the Designated Official for the UN Agencies in Italy, that there is a further possibility for UN retirees to register for the final round of Covid-19 Vaccinations under the UN/Italy vaccination Programme.
Vaccinations will be at the Cecchignola Military Compound in Rome and are envisaged to be given next week.
Dear Members, There is good news for those retirees who have registered to receive a Covid-19 Vaccination as per FFOA Information Note 13/2021.Things have been moving very quickly with the host government concerning vaccination rollout to UN personnel and retirees in Italy.
We are informed by the UN Crisis Management Team (CMT) that Phase 3 of the vaccination campaign will start THIS Thursday, 13 May and will continue over the next ten days.

Dear Members, Further to our previous Information Notes on Covid vaccinations for UN retirees in Italy, we now attach the latest Covid Ordinance ( 7/21) issued by General Figliuolo on 24th April which indicates that UN retirees and dependents resident in Italy can access the Covid vaccination booking system without being enrolled in the national health scheme and thus not possessing a Tessera Sanitaria. The UN Crisis Management Team was able to negotiate this improved access for UN staff and retirees after exhaustive discussions with the Government taking into consideration the arguments presented by FFOA based on member feedback.

A number of members have enquired about the possibility of receiving the Covid-19 vaccination in Italy. FFOA has been in discussions with FAO, WFP and IFAD on this matter. FAO has been designated by the UN Secretary General as the responsible Agency to liaise with the Government of Italy to ensure vaccination of UN staff, dependents and retirees following the Government’s priority programme for vaccinating its population.
Dear Members, We have been informed by FAO Social Security that Cigna (the new insurance company that has taken over from Allianz as of January 2021) is collecting the premiums for the Group Life and Disability Insurance (GLADI) After Service Coverage.
An email including the premiums for the first semester 2021 was sent by Cigna in the last week of December 2020 to all Plan members and on 28 January 2021, a follow up email was sent to participants who had not paid their premiums yet.

Some members have reported to FFOA that their January benefit payment from the United Nations Joint Staff Pension Fund was deposited in their bank minus 'foreign transfer fees'. The charging of bank fees for the receipt of our pensions is regrettable and is something new. Some banks are not charging clients the foreign transfer fees but others are.
We have received the following attachment from FAFICS which is a letter from the UN Pension Fund related to the recent introduction by the Fund of a new electronic system for participants to receive and certify their annual Certificates of Entitlement. The Fund indicates (paragraph 10) that this initiative is not compulsory, and members will continue to receive the paper Certificates of Entitlement if they do not or cannot access the electronic certification system.

We would like to inform that the persons that have been moved from the Intesa/FAO Branch to other Agencies, are not the bank tellers that we used to see sitting at the cash-desks and in charge of the various operations like deposits, withdrawals, payments, transfers etc. The staff that have been moved are the so called “gestori” or financial advisers, who used to assist us in dealing with our investments, administered funds, etc.
Further to Newsflash 66 re Covid-19 testing at FAO we can now announce that a similar testing arrangement has been established at IFAD ( Parking Lot A) as of 11th November. This facility will be open to IFAD retirees.
The testing facility will be managed by staff from Campus Biomedico University Hospital and will offer two types of tests - the quantitative antigen - based test (instead of the qualitative test) and the standard RT-PCR test if needed. Dear Members, FAO has informed us of the following: Drive-through COVID-19 testing at FAO headquarters The Organization is pleased to inform you that rapid antigen swab testing for covid-19 will be available on headquarters premises in a drive-through modality from Thursday, 19 November. This is a provisional pilot in agreement with competent health practitioners in Rome. Testing will be carried out every Tuesday and Thursday from 11.30 to 13.00 by a nurse and a laboratory technician from the external practitioner in the designated drive-through area on headquarters premises. Dear Members, Many members have had difficulty in getting flu vaccine this year outside the national health system. Pharmacies have received very limited supplies and have prioritized national health prescriptions and not private prescriptions. The good news is that Regione Lazio has announced that it will distribute a further 1.4 million doses as of 9th November so availability to purchase the flu vaccine through private pharmacies should be improved.

All Rome based Agencies are adopting a cautious and prudent approach to granting access to Hqs in line with advice from WHO and the Italian Government. There continues to be uncertainty on Covid-19 case increases and the impending reopening of schools may adversely affect the epidemiological situation in Rome, despite the safety measures being implemented. Plans to grant enhanced access to staff have been further delayed until at least the end of September and are likely to be postponed further.

Cigna will continue to waive the patient share on covid-19 medically necessary inpatient and outpatient tests and treatment until 31st October 2020, Tests still require to be prescribed by a doctor.

This is to inform you that, starting from tomorrow, a collection tray will be available at the WFP security desk for ease of submission of the Certificates of Entitlement and any other social security related documents. As of 1 July, WFP Social Security office Staff come into the office once a week (on different days, no fixed day), but they are now able to receive original documents and provide original pension Certificates upon request.

Following the FFOA webinar with Cigna on 12th June, a number of issues were raised requiring clarification and FFOA is presently taking up these issues with the RBA managements.

We are glad, that the complete lockdown, which was imposed on us as a result of the pandemic Covid-19, is over, although of course there are still a number of restrictions, with which we live since early March. Particularly we as pensioners, who belong to the group which is most at risk, should behave in a responsible way and follow the advice from the authorities to avoid being affected by the virus. The existence of the virus does not only have an influence on our personal life, but not surprisingly has a significant impact
Following representation by FFOA to FAO management, FAO has agreed that whilst retirees ( and staff) are presently denied access to FAO Headquarters (similarly for WFP and IFAD Hqs) retirees will be able to utilise the internal mailboxes for posting their Cigna claims and Pension Fund Certificates of Entitlement (CoE). CoE’s are expected to be mailed to retiree beneficiaries at the end of June ( not end May as earlier announced).

Dear Members, Due to the invasion of the invisible COVID-19 into Italy our lives changed into becoming like hermits. We became regulated by lockdown directives resulting in restricted mobility for our own benefits. Within the confines of our homes, in quarantine, we have gone through many experiences which could be unique, humorous, extraordinary and worth sharing.
We are operating in difficult times and your Executive Committee (ExCom) is keen to enhance its contacts with members to not only inform them but also to hear their views and needs. Face to face gatherings will not be possible for some time to come. In order to achieve these targets, the ExCom has started searching on the market for 'virtual' communication techniques to enhance contacts with our members.

Further to Flash 54, we would like to inform you that FAO, WFP and IFAD Hqs and related services will be closed to outside visitors and retirees until at least the end of May. WFP and FAO have a limited skeleton staff on the premises from 18th May until the end of May whilst IFAD will only have essential staff as of 26th May. No visitors or retirees will

FAO has informed us that during Phase 1 of the re-opening of the country (starting on 4th May 2020) that FAO Headquaters and services will still not be accessible to retirees and visitors and only a skeleton staff will be present. This restricted access and reduced staffing will continue into Phase 2 ( from 18th-29th May). Phase 3 ( June- September) will also have limited staffing and services; it is expected that some new ' normalcy' will only be achieved as September. Specific information is as follows:

The Rome-Agencies have informed us that CIGNA has extended the waiver to COVID-19 related treatment under BMIP/MMBP until 31 May 2020, so as to cover 100% of costs.
As we continue navigating the COVID-19 pandemic as one big family, we are pleased to announce that Cigna under our BMIP/MMBP plans, will further expand coverage for COVID-19 treatment by waiving participant’s cost-sharing for COVID-19 treatment.

Your former Agencies and especially FAO has reached out to FFOA to express their concerns for their former staff, now retirees, and has said that they are there to address any concerns that our community might have.
In addition please note that due to COVID 19 and the closure of the Rome-based Agencies, the Executive Committee has decided to postpone the 50th General Assembly that was due to take place on 27 May at IFAD. A new date will be announced soon.

Dear Members, These are difficult times for all of us and your Associaton is with you and will continue to update you on the latest developments. We have been informed by the UN Pension Fund and FAFICS that:
Pensions will continue to be paid regularly and without interruption.
The assets of the Fund have been negatively impacted by the recent turmoil in stock exchange markets around the world but the very positive status of the Fund's investments at the end of last year provides space for recovery as soon as the markets will improve.The liquidity of the Fund remains good.
The Government of Italy has introduced yet another auto-certification form (26th March) for persons leaving their residence in order to further dissuade movement. Fines have also increased significantly.

FFOA Newsflash 48-Covid-19 New Self declaration form 23 March 2020
Dear Members, FAO Security has informed us that the Government has introduced a new self declaration form (attached) to be used when you leave your home.
The new declaration contains two additional points. 1. Any movement outside your home must include the address of both the start and end of your journey. 2. Apart from movements for health, state of necessity and work-related reasons, a new provision has been inserted in regard to movements between different cities/towns only permitted in cases of dire necessity.
Dear Members, We have been informed by FAO Security that the Ministries of Health and Interior have published a new Ordinance that:
Prohibits individuals from travelling outside of the area (comune) that they are in, both by public or private transport, except for verifiable work reasons or for emergencies, i.e. for health reasons.
FFOA Newsflash 46- Movement restrictions to limit Covid 19 Spread
Dear Members, FAO Security Services informs us that the Governmentof Italy has announced additional movement restrictions under a special decree as of Saturday 21st March: The principle provisions are the following:
* Access to public parks, playgrounds,viilas and public gardens is forbidden. * Sport not allowed in open spaces, exercise should be in close proximity to homes. * Jogging is permitted if close to home and keeping a distance of +1 metre from others * All vendors of food and drinks within train stations, gas stations are closed, exceptions for
A Decree has just been issued by the Italian Ministries of Health and Transport.
All individuals entering Italy by any means must communicate their entry to health authorities and self-isolate themselves on voluntary basis for 14 days.
Exception is made for those entering Italy for work related reasons for a period no more than 3 days, to be extended up to 5 days.
Impact of the COVID-19 situation on Pension Administration
To reduce the risks of COVID-19 transmission, the United Nations Secretary-General and UNOG Director-General have required all United Nations staff in New York and Geneva to telecommute full-time and work remotely. In alignment with these measures, effective from Monday 16 March to Sunday 12 April 2020, all UNJSPF staff in the New York and Geneva offices will work remotely five days a week.

The Government of Italy has just released a a new version of the self-certification form which you must carry with you whenever you leave your home. In addition to confirming you have a valid reason for being out, it now requires that you state you are not subject to quarantine and have not tested positive for COVID-19.

Flash 39 - Covid-19 Closures at FFOA and Agencies with immediate effect
Dear Members,
Following the announcement by the Government last night to declare all Italy as a Red Zone and to impose restrictions on movements and gatherings etc. the Rome Based Agencies (FAO, WFP and IFAD) are, as of today, implementing their business continuity plans and all Agency Headquarters will essentially be under lockdown and only have essential staff (100 or so) on duty with everybody else expected to telework from home. The result of the above is:
1. The CIGNA office in FAO will be closed on Thursday 12th and Friday 13th March 2. The CIGNA office in WFP will be closed from Wednesday to Friday (11-13th March)
We are presently unsure of the opening days next week as it depends on Agency responses to the Covid 19 virus
Increased restrictions have been put in place in Italy since 8 March to contain the covid-19 virus. FAO, WFP and IFAD have reduced , postponed or reinvented all meetings and events for this month. Non essential staff are requested to telework and it is to be expected that the number of staff and visitors at HQ will be further restricted. In view of the situation FFOA will suspend its daily Duty Officer service and its social activities/coffee mornings until further notice. The FFOA office will only be staffed intermittently. In view of the current restrictions in Italy to contain the COVID 19 virus, FAO Social Security has requested that retirees contact CIGNA via the free phone numbers or through email to the Cigna helpline and not visit the Cigna office in FAO Hqs. Any visits to FAO Hqs should be limited as far as possible in number and duration.

Cigna has sent medical insurance cards out to most members. The names on the cards have however been incorrect in some cases, especially for spouses. The names CIGNA has used are given by the 3 Organizations to Cigna. FFOA Newsflash 33-- Medical Premiums for FAO Retirees
Following the FAO tender fpr BMIP/MMBP medical insurance which was awarded to CIGNA, FAO has now announced the Insurance Premiums for 2020 in Admin Circular 2019/10.
Following FFOA representations to FAO management to re-adopt the former system of flat premiums and the apportionment of premiums on a 50-50% basis as is done by WFP and IFAD, premium rates are now shared equally between the participating former staff member (or their survivor/s) and the Organization. The new arrangement is considered both more transparent and equitable and restores the Organization's contribution to meeting medical
