Dear Colleagues,

FAO is inviting applications for a consultant with experience in crop-cutting sampling designs, crop survey and sampling design for a project in Timor Leste. Bahasa Indonesia or Tetum is desirable but not absolutely required. See TOR below.

Statistics Consultant

Under the overall supervision of the Chief Technical Advisor of the EU-funded NIEWS project, the technical supervision of the Senior Statistician, FAO RAP, in liaison with other FAO backstopping officers and in close cooperation with other consultants and MAF counterparts, the Statistics specialist will undertake the following duties. Statistical capacity building is needed in order to ensure reliable estimation of crop area and production through sound methods, including modeling and forecasting. The international statistical consultant will:

·           Review the current crop-cutting sampling designs for rice, maize and tuber crops and make clear and practical recommendations to make them statistically sound
·           provide relevant on-the-job training on crop survey and sampling design to staff at central and district levels;
·           provide relevant on-the-job training on data analysis, tabulation and reporting to staff at central and district levels;
·           Prepare user-friendly training manuals for use by trainers for further and ongoing training;
·           Train in the use of suitable and practical crop modeling and forecasting in coordination with the MAF ALGIS/ Agromet consultant;
·           With the assistance of the national database specialist, review and improve the analytical reports of the NIEWS database useful for crop monitoring and early warning purposes useful for central and district offices;
·           Evaluate and recommend improvements to the contents of the NIEWS integrated database that will feed into statistical analysis
·           Review, recommend, improve and contribute to analysis and preparation of NIEWS bulletins and publications.

·           Assist in the preparation of project progress reports and after each mission, a detailed end-of-assignment report describing the work undertaken, progress towards achieving assignment objectives with conclusions and recommendations.

Qualifications:
·           A degree in Statistics or closely related field
·           At least five years' experience in agricultural statistics and surveys.
·           Experience in training and coaching staff in production of bulletins/publications.
·           Proven capacity building skills and able to transfer skills in a limited time.
·           Working knowledge on food security or agriculture.
·           Experience working preferably within the region or in Timor Leste.
·           Fluency in the English language is mandatory. Bahasa Indonesia or Tetum desirable but not absolutely required.

Duration: 6 months in three missions, with the first two-month mission in September-October 2013
