Dear Subscribers,

Please see herebelow a self-explanantory message from Paul Luu from 4 per
1000 Secretariat on the Submission proposal in the name of the "4 per 1000"
to the Koronivia process for your kind information and for your possible
comments and amendments to the proposal.

The proposal appears weak on how to increase soil carbon content and makes
no mention of Conservation Agriculture. Also, Land Degradation Neutrality
strategy needs to be changed to Land Degradation Reversal strategy as we
know that Conservation Agriculture, which is regenerative farming, not only
sequesters carbon but alo reverses land degradation and erosion and
rehabilitates soil biology, health, functions and supporting, regulatory
and provisioning ecosystem services for farmers and society such as carbon
sequestration, watershed services including water quality and quantity and
land productivity. Conservation Agriculture has now spread across all
continents in all land-based farming systems in all agroecologies (see
attached paper).

*Conservation Agriculture is an ecosystem approach to regenerative
sustainable agriculture and land management based on the practical
application of context-specific and locally adapted three interlinked
principles of: (i) Continuous no or minimum mechanical soil disturbance
(no-till seeding/planting and weeding, and minimum soil disturbance with
all other farm operations including harvesting);  (ii) permanent
maintenance of soil mulch cover (crop biomass, stubble and cover crops);
and (iii) diversification of cropping system (economically, environmentally
and socially adapted rotations and/or sequences and/or associations
involving annuals and/or perennials, including legumes and cover crops),
along with other complementary good agricultural production and land
management practices. Conservation Agriculture systems are present in all
continents, involving rainfed and irrigated systems including annual
cropland systems, perennial systems, orchards and plantation systems,
agroforestry systems, crop-livestock systems, pasture and rangeland
systems, organic production systems and rice-based systems. Conservation
Tillage, Reduced Tillage and Minimum Tillage are not Conservation
Agriculture, and nor is No-Till on its own* (more at:

Dear Members,



At the last Consortium meeting in Katowice, it was decided to submit *a
proposal as part of the UNFCCC Koronivia Process on behalf of the "4 for
1000" Initiative*.

*This text* prepared by the Executive Secretariat has been revised and
*validated
by the Scientific and Technical Committee of the Initiative*.

It has also been *reviewed by the Intergovernmental Soil Technical Panel of
the Global Soil Partnership, which is associated with this submission*.

The *same validation process is under discussion with the UNCCD
Science-Policy Interface*.



*President Ibrahim MAYAKI and Vice-President Stéphane LE FOLL validated
this text and asked the Executive Secretariat to circulate this project to
all members of the Consortium to collect their comments and amendment
proposals before official mailing*.



In this context, and in order to ensure this mailing as soon as possible*,
I would be grateful if you could send your comments and amendment proposals
to the Executive Secretariat before Tuesday 23 April at noon (CET).* Given
the short time frame, thank you to intervene only on substantial changes
and not to respond if you agree globally on the document.

CCNULCC au nom de l'Initiative "4 pour 1000"*.

*Ce texte* rédigé par le Secrétariat Exécutif a été révisé et *validé par
le Comité Scientifique et Technique de l'Initiative*.

Il a également été *revu par le Panel  Intergouvernemental Technique sur
les sols du Partenariat Mondial du sol, qui s'associe à cette soumission*.

Le *même processus de validation est en discussion avec l'interface
Science-Politique de la CNULCD*.
