1000 Secretariat regarding the *Implementation of the Decision of the
Consortium of Members to create a Bureau "4 per 1000".*

*Conservation Agriculture is an ecosystem approach to regenerative
sustainable agriculture and land management based on the practical
application of context-specific and locally adapted three interlinked
principles of: (i) Continuous no or minimum mechanical soil disturbance
(no-till seeding/planting and weeding, and minimum soil disturbance with
all other farm operations including harvesting);  (ii) permanent
maintenance of soil mulch cover (crop biomass, stubble and cover crops);
and (iii) diversification of cropping system (economically, environmentally
and socially adapted rotations and/or sequences and/or associations
involving annuals and/or perennials, including legumes and cover crops),
along with other complementary good agricultural production and land
management practices. Conservation Agriculture systems are present in all
continents, involving rainfed and irrigated systems including annual
cropland systems, perennial systems, orchards and plantation systems,
agroforestry systems, crop-livestock systems, pasture and rangeland
systems, organic production systems and rice-based systems. Conservation
Tillage, Reduced Tillage and Minimum Tillage are not Conservation
Agriculture, and nor is No-Till on its own* (more at:

Dear Members,



At the last Consortium meeting in Katowice, it was decided* to create a
Bureau of the “4 per 1000” Initiative* to support the Consortium
particularly between two meetings of the Consortium.



You will find here attached the following documents:

-         *Introductory note* included in the preparatory file for the 4th
meeting of the Consortium in Katowice last December,

-         The *extract of the report of the 4th Meeting of the Consortium*
related to this item of the agenda,

-         The *Decision of the constitution of a Bureau of the “4 per 1000”
Initiative* following the 4th Meeting of the Consortium,

-         The *proposal of terms of reference for the Bureau* of the “4 per
1000” Initiative,

-         The *list of Members of the Consortium by college (4 files).*



*The Executive Secretariat would like to draw the attention of the
Consortium Members to the importance to answer to this mail by two actions:*

   1. With *comments and amendments to the two last documents (Decision and
   TOR)*;
   2. With *proposition of candidate(s) for each college : is your
   organization/country/IO candidate for be a member of the Bureau?*



In this context, *I would be grateful if you could send your answers to the
Executive Secretariat before Saturday 29 June at midnight (CET).*

Lors de la dernière réunion du Consortium à Katowice, il a été décidé de *créer
un Bureau de l'initiative «4 pour 1000»* afin de soutenir le Consortium, en
particulier entre deux réunions du Consortium.



Vous trouverez ci-joint les documents suivants:

   - *Note introductive* incluse dans le dossier préparatoire de la 4ème
   réunion du Consortium à Katowice en décembre dernier,
   - *L'extrait du rapport de la 4ème réunion du Consortium* relatif à ce
   point de l'ordre du jour,
   - La *Décision de la constitution d'un Bureau de l'Initiative «4 pour
   1000»* à la suite de la 4ème réunion du Consortium,
   - La *proposition de mandat du Bureau* de l'Initiative «4 pour 1000»,
   - La *liste des membres du Consortium par collège (4 fichiers).*



*Le Secrétariat exécutif souhaite attirer l'attention des membres du
consortium sur l'importance de répondre à ce courrier en deux temps*:

   1. Avec *des commentaires et des amendements aux deux derniers documents
   (Décision et Mandat)*;
   2. Avec des *proposition de candidat(s) pour chaque collège : est-ce que
   votre organisation/pays/OI est candidat à être membre du Bureau ?*



Dans ce contexte, *je vous serais reconnaissant de bien vouloir envoyer vos
réponses au secrétariat exécutif **avant le samedi 29 juin à minuit (heure
de Paris)*.
