CARICOM Fisheries Ministers to Endorse the Caribbean Large Marine Ecosystem Strategic Action Programme (CLME+ SAP) at the Seventh Meeting of the Ministerial Council of the Caribbean Regional Fisheries Mechanism
CARTAGENA, COLOMBIA, 28th MAY, 2013

CARICOM Fisheries Ministers will be coming together on 31st May in Christ Church, Barbados for the Seventh Meeting of the Ministerial Council of the Caribbean Regional Fisheries Mechanism (CRFM).  As part of the meeting proceedings, the Council of Ministers is expected to endorse the 10-year "Strategic Action Programme for the Sustainable Management of the Shared Living Marine Resources of the Caribbean and North Brazil Shelf Large Marine Ecosystems" (CLME+ SAP).  The Strategic Action Programme (SAP) was developed under a 4-year regional project, "CLME", co-funded by the Global Environment Facility (GEF) and implemented through the United Nations Development Programme (UNDP). The project's aim was to foster collaboration among Caribbean countries by developing joint strategies for improved management of living marine resources.

The CRFM has been an important partner in the CLME Project through its support to the development of this action programme, and through the implementation of two economically important case studies;  one on the four-wing flyingfish fishery and the other on the large pelagic fishery.  Two major outputs emanating from the case study for the fourwing flyingfish were the establishment of a Ministerial Sub-Committee on Flyingfish and the development of draft Sub-Regional Management Plan for the Flyingfish Fishery in the Eastern Caribbean.

The much broader Action Programme itself now provides the Region with a comprehensive roadmap for resolving critical issues affecting key Caribbean fisheries and marine ecosystems.  The SAP combines actions for structural change and capacity building at the regional, sub-regional and national levels, with high priority management interventions and investments on the ground, to ensure that people and economies in the Caribbean can keep on benefiting from the region's rich marine resources.

By endorsing the Action Programme the CARICOM Ministers will be joining the support of their Latin American colleagues for the implementation of high-priority strategies and actions required to achieve sustainable management of regional fisheries. The endorsement will constitute a historical achievement, as it will be the first time that so many countries will agree on a joint approach for the governance and management of a large marine ecosystem.
