Dear FAO Carib-Agri friends,

Via this e-mail FAO/WECAFC would like to share with you the report of the Port State Measures Agreement (PSMA) workshop, which was held in Trinidad and Tobago in March 2014 in close collaboration with the Government of Trinidad and Tobago, Caribbean Regional Fisheries Mechanism (CRFM) and the Caribbean Large Marine Ecosystem (CLME) project.

The FAO Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing (PSMA) provides an opportunity to countries in the region to effectively reduce Illegal, Unregulated and Unreported (IUU) fishing. The agreement was approved by the FAO Conference at its Thirty-sixth Session in November 2009 and has been ratified by many key fish and fishery products exporting and importing countries.

Ratification of the Agreement will be beneficial to all Caribbean countries because:

*         It will reduce needs for fisheries related surveillance at sea at high cost and partly replace it with lower cost standard practices at the ports.

*         It will give access to essential information from international ports, Regional Fisheries Management Organizations (RFMOs) and national authorities on fishing vessels that are fishing illegally and their specific IUU practices.

*         It will follow the approved recommendations of ICCAT for inspection in port and other RFMOs and regional fisheries bodies in which mandate areas or fisheries the Caribbean countries are active.

*         It's implementation will help to guarantee continued market access for fisheries products in the important EU and USA markets.
