Dear all,

From our experience,the seed interventions in Somalia are entirely aimed at reaching people who are very much vulnerable in both rainfed and riverine areas and despite they may not be subject matter specialists they have vast knowledge on what type of varieties to grow however they are not given the opportunity to participate the type of seeds and varieties they need besides this it repeatedly occurred that seeds have been distributed later after the target beneficiaries have planted their farm plots.Meanwhile,the procurement of the seeds is not open and repeatedly granted to certain companies who claim to be seed producers like in Lower Shabelle we had better FAO to set up commission of inquiry on what seeds are provided to the beneficiaries.The seeds provided to the beneficiaries are not SOMTOX but some how improved SOMTOX but incorporated with grain purchased from local markets that some of such seeds do not germinate.This is clear and we Action for Women and Child Concern(AWCC) belong to the grassroots people so this makes know better than any other organization so the decision remains in the hands of the donor whether they still want to award the contracts to the same seed producer claimants who are providing maize purchased from the local markets with some maize in their storage or whether FAO and the rest of other donors will reconsider seeds provided to the people but we still recommend that Participatory Approach is very important in both seeds procurement and selection of seed producers though in Somalia today particularly in Lower Shabelle,we do not have genuine seed producers and regardless whether some of us may still insist there are genuine seed producers someday we will all know that there are no genuine seed producers in Lower Shabelle region and counterfeit seeds are provided to the beneficiaries and also our advocacy section records this for future accountability for all actors engaged in providing counterfeited seeds to the poor small holder farmers.
