Dear Jeff, The ToRs for the scoping study are ok. Please see some suggestions in attached; As we are asking many things, we risk that we will need to give more time for this study. I hope that we are still in good time to get it ready for the planned launching in Viet Nam. Maybe we should also think further what our process will be of acceptance of the scoping study, meaning who will review and accept last version. Also how much time beforehand we need this scoping paper before the launching mission ? Will it be validated during the launching mission or is it only an indicative paper that will inform that mission ( to help to prepare it)?
Several things more to reflect on. ONce this is clear, we could also include a small para on this in the ToRs.
