Dear Members,
Following our last communications on the Covid 19 vaccination situation in Italy, many members have reported being unable to enrol in the National health system (ASL) and have contacted FFOA seeking advice on how they can be included in a Covid 19 vaccination programme for Italy-based UN staff and retirees.
For several months FFOA has been in discussions with FAO, WFP and IFAD on the need to ensure that UN retirees, who have experienced great difficulties in enrolling in the National health system and thus do not have a Tessera Sanitaria -TS- (as advised by FAO), be vaccinated against Covid 19.  We are glad to report that WFP and IFAD have written to their retirees who do not have a TS, inviting them to directly register their names with them to be included in any eventual UN vaccination programme. FAO as the designated UN Agency for security in Italy has been holding a series of consultations with the Ministry of Foreign Affairs and International Cooperation and the Ministry of Health of Italy on the vaccination campaign for UN retirees resident in Italy.
In a recent communication to FFOA, FAO has reiterated that the Italian authorities have confirmed the “absolute necessity for retirees who are officially resident in Italy to join the National Health System so that they will be automatically included in the vaccination campaign according to the different phases set by local authorities”.  FAO further points out that “in relation to those who cannot join the National Health System, FAO will liaise with the Italian Ministry of Health to see whether they could be given a date/time to go to the Azienda Sanitaria Locale (ASL) of their location and be vaccinated. In order to be able to negotiate these arrangements, FAO would need to receive the list of retirees organized as per their Azienda Sanitaria Locale (ASL) of location and has requested FFOA to assist in compiling this list. However, please note that the Italian authorities have been very clear about this last option, and therefore only those retirees who exceptionally cannot join the National Health System will be considered, as the preferred option would be for them to access the national vaccination campaign through the National Health System”.
In previous communications to FAO, FFOA had pointed out that the Association was ready to support FAO in communicating information on this matter, however, the gathering of names presented difficulties. Firstly, the FFOA membership does not cover all UN retirees who are resident in Italy. Secondly, FFOA has been unable to access its offices on the FAO premises for over one year and therefore is unable to update its records on the status of its membership. In the case of members who do not have email addresses, it was challenging to send them information via the normal postal system. Given these circumstances and constraints, FFOA had underlined that whatever information it could assemble would inevitably be partial and incomplete whilst FAO records would be comprehensive and would include retiree eligible dependents.
FFOA continues to have reservations on the approach taken by FAO, however, in a spirit of cooperation and not to fail our members, we have agreed to assist FAO in identifying UN retirees who are unable to register for Covid 19 vaccinations through the national health system by transmitting to FAO the names of those who have expressed the wish to avail of the option proposed by FAO.
In view of the above, FAO and other UN retirees who have no Tessera Sanitaria and wish to have their names put forward to FAO may send the following information in an email to:

In case you are aware of other retirees , even non FFOA members, or retirees from other UN agencies resident in Italy, who could be interested in following this path, please spread the word. This is a voluntary programme to facilitate planning of vaccine needs; the timing and location of any vaccinations and the type of vaccine used is still to be ascertained.
The Covid vaccination programme in Italy remains somewhat confusing and is dependent on vaccine supplies; things will be clearer when additional vaccine types and doses become available. Vaccinations are presently given to specific occupational groups (not age related) and to specific age groups- presently over 80s. In Lazio, vaccine age groups and booking possibilities are presently:

78-79 years   (birth years 1943 -1944) - 8th March onwards

77-76 years - (1944 -1945) - 10th March onwards

75-74 years - (1946 -1947) - 12th March onwards

73-72 years - (1948 - 1949) - 15th March onwards


Booking online requires a Codice Fiscale and Tessera Sanitaria (TS); however, those without a TS can access booking assistance through 06-164 161 841 active Monday to Friday 7.30am to 7.30pm and Saturday from 7.30 am to 1.00 pm. A codice fiscale needs to be given and when asked for a TS you need to explain that you have worked for the UN and have private insurance and therefore no TS. This might work but it is not certain; some people have managed to use this route and have obtained bookings.

Please be aware that in disclosing personal data and information, including those of your dependent will involve FFOA sending this personal data and information to FAO. FAO will provide the data to the Italian Government for the allocation and administration of the available Covid19 vaccines. FFOA’s role and responsibility in this exercise is solely that of a channel of communication to FAO as the agency entrusted by the UN Secretary General for the security of all UN staff in Italy and the principal interlocuter with the Italian Government, including the Italian healthcare authorities. In this capacity, FFOA is not responsible for any consequences, financial or otherwise, of disclosing such information and data to the Italian authorities.
