Dear Members,

Further to Information Note 17/21, FFOA has been informed by FAO of the following and has requested FFOA to inform members :

The Italian government has signed the new decree governing the so-called Certificazione Verde or Green Pass. The decree stipulates the modalities for issuing Green Passes, which will facilitate participation in public events (including conferences, sporting events, trade shows, weddings, baptisms, and communions), access to nursing homes, movement between regions throughout Italy (should there be any Orange or Red Zones), and movement inside the European Union. The Green Pass is to be fully implemented for use within Italy by 28 June 2021.

Please carefully read the below FAQ to understand how Green Passes will work in practical terms.

What is a Green Pass?

The Green Pass ultimately will be a digital certificate (which can be printed or saved on one’s mobile phone) issued by the Ministry of Health containing a QR code to verify its validity., The Green Pass will serve as proof that:

  *   A person has been vaccinated against COVID-19 (valid from the 15th day after the first dose and for 9 months following the second dose)
  *   A person has tested negative for COVID-19 (valid for 48 hours from the time of testing)
  *   A person has recovered from COVID-19 (valid for 6 months following recovery)

A Green Pass will be revoked immediately if you test positive for COVID-19.


Who has the right to request that you show a Green Pass?

Public officials, transportation officials, and “COVID Managers” at public events have the right to demand a Green Pass for admission. They will be able to scan your QR code and receive a “green light” if it is valid. They will only be able to see necessary key information, including your first and last name etc and may request to see your ID to make sure that the Green Pass indeed corresponds to you.

Hotels, restaurants, and shops do not have the right to request a Green Pass from patrons.


What is the international applicability of the Green Pass?

The decree stipulates the conditions for the Green Pass’ interoperability in all European Union countries as an EU Digital COVID Certificate from 1 July. Holders of Green Passes will have full freedom of movement throughout the entire European Union from that date.

In line with the relevant EU Regulations, the decree does not stipulate the conditions for the applicability of the Green Pass to non-EU countries. Accordingly, travel to and from non-EU countries is still up to individual member states and continues to be governed by their respective regulations.


How can I get my Green Pass?

To retrieve your Green Pass, as of 17 June, as stated on the Ministry of Health’s dedicated page https://www.dgc.gov.it<https://www.dgc.gov.it/>, you may use an authentication code known as AUTHCODE (code received via email or SMS from the Ministry of Health upon vaccination), CUN (national code issued upon negative molecular test result), NRFE (number issued upon negative antigen test result), or NUCG (number issued upon full recovery from COVID-19) through one of the following platforms:

  *   Request it through the https://www.dgc.gov.it<https://www.dgc.gov.it/> site here using your Tessera Sanitaria or foreign ID used at the time of vaccination/testing/proof of recovery<https://www.dgc.gov.it/spa/public/home> or here using your SPID or Electronic Italian ID Card (Carta d’Identità Elettronica)<https://www.dgc.gov.it/spa/auth/login>
  *   Through the Regional Electronic Health Record (Fascicolo Sanitario Elettronico) here<https://www.fascicolosanitario.gov.it/fascicoli-regionali>
  *   Through the latest version of the Immuni app only if you have a Tessera Sanitaria (there is now an EU digital COVID certificate section on the Home menu). The Italian government is also considering the use of the IO app for the issuance of the Green Pass.
  *   If you are not comfortable using the above digital platforms to claim your Green Pass, you can also obtain it through your primary physician or through the pharmacist that tested you.

Please note that the above mentioned AUTHCODE, CUN, NRFE, and NUCG codes will be ready by 28 June, so do not worry if you have not yet received your AUTHCODE following your vaccination. The Ministry of Health is working on retroactively generating and issuing AUTHCODEs for vaccinations administered from 27 December 2020 with a deadline of 28 June. In the meantime, during the transitional period until 30 June, certificates released directly by regional health authorities, private labs, physicians, and pharmacies will have the same validity as an official Green Pass only within Italy.


Are vaccinations received in foreign countries considered valid as a Green Pass?

If you have received a vaccine recognized by the EU, you have the right to a Green Pass as long as you have the documents relating to immunization validated by Italian border authorities or at the embassies and consulates in Italy of the country where the vaccination took place.

Green Passes issued by other EU states in line with the modalities for the EU digital COVID certificate will automatically have validity in Italy.
