Dear Members,
Following the decision of the three Rome based Agencies to extend the contract of Allianz Worldwide Care (AWC) for the administration of the medical plans of the three Agencies for two years (2018 and 2019), there will be an adjustment in premiums to be paid by staff and retirees. The increase in premiums to be paid by staff of WFP and IFAD will be approximately 4.4% on both the Euro and US Dollar plans (the original increase was to have been 7.5% but has been reduced to 4.4% by using funds in the profit sharing account). Retirees' contributions are capped at 4% of full pension and serving staff are capped at 5% of the staff member's gross salary. BMIP and MMBP rates for WFP staff and retirees in 2018 and 2019 are as follows:

BMIP and MMBP premium rates for IFAD staff and retirees in 2018 and 2019 will be:

It is to be noted that IFAD unlike WFP and FAO meets 50% of the premiums for the Major Medical Benefits Plan (MMBP). FAO and WFP staff and retirees pay the full MMBP premium.
FAO has continued to seek a reduction in the Organization's social security/ medical costs and has increased the participants share in meeting the costs of the BMIP medical scheme by increasing the percentage of net full pension to be paid for coverage under the Basic Medical Plan (BMIP). Active staff are assessed on the basis of net salary for GS staff and on net salary plus post adjustment for P and D staff. Retirees are capped at 4% but active staff are not capped since 2016. The share of participants' contributions to overall medical costs has once again increased:

Contribution rates for FAO retirees and staff in 2016 and 2017 were (according to family size) 1.5%, 3% 3.78% 4.56% and 5.34% respectively.
It would appear that FAO has used funds from the profit sharing account to reduce the percentage it contributes to the Organization's medical costs thus avoiding even larger increases in the premiums (%) to be paid by staff and retirees. The percentage costs paid by FAO vs participants is now much lower than in WFP and IFAD.
