Sorry not to get a debriefing after your workshop. Silvia filled me in a bit. How did everything go? What issues raised? I hope the following does not repeat too much!
As you know, I am a bit concerned by the proliferation of systems from UN agencies and confused on how to move ahead. Could you spend a few minutes on the following questions for me? Thank you,
1. I see that there are two main systems that are needed: food security monitoring (food balance sheet and household food and nutrition security), and early warning. How does GIEWS, FIVIMS, FEWNET, IPC, WFP-VAMS, SDPI/WFP food security assessment, Hazard/Multi-Hazard Livelihood Mapping, remote sensing crop assessments with SUPARCO, UNESCO work with MetOffice, Federal Statistic Bureau, Planning Commission Household income, food basket and nutrition surveys, etc.. all come together to provide this information for GoP action?
2. Which system provides triggers for pre-determined actions such as systems found in India related to monsoons and food distribution?
3. Does SAARC have a standard methodology? Is it interested in a standard?
4. I worry that these systems are being developed in FAO and WFP rather than in a Ministry. What system capabilities should be with NDMA/PDMA, MinNFS&R, Min Climate Change, etc.? How can we assist the Govt of Pakistan (FAO, WFP, UNESCO, OneUN, MinClimate Change, MinNFS&R, MetOffice, SUPARCO, etc.) come up with a system in which they have established standards (with SAARC?) and which will allow integration? There are other layers of data (security, health, education, etc. with their associated ministries and UN partners as well) that will need to be added in the multi-hazard work.
5. Did anyone at NDMA raise information that they recently had a presentation on establishing a multi-hazard mapping framework? (Dr Bari and I attended from FAO. J.L Siblot/WFP Chaired part).
6. How can the IPC project assist these to achieve the systems need and mentioned above (point 1)? How to we assist GoP to reach these goals?
7. Were these issues resolved during your workshop?
