We are very happy to share with you the second and last tranche of background documents in view of the GBEP Annual Meetings.
We are pleased to circulate the Draft Rapid Implementation Framework for the GBEP Sustainability Indicators, which has been developed by FAO and the GBEP team thanks to an FAO mini project, as a contribution to the GBEP programme of work. Please find below some background information of the Rapid Implementation Framework to aid with the review of the documents. The Framework will be discussed on Day 2 of the GBEP Meetings during the 19th TFS Meeting, 16 November 2021. Written feedback is also welcomed no later than 19 November 2021 considering that the report is to be finalized by the end of November 2021.
Background information: The Rapid Implementation Framework (RIF) aims to complement the Implementation Guide, by supporting and expediting the operationalization of selected working packages included in it. In particular, the RIF allows users to conduct an evidence-based prioritization of the GBEP indicators. This means that within six months, it should be possible to carry out a rapid measurement of the critical GBEP indicators and obtain a preliminary indication of likely impacts on sustainability from the most relevant bioenergy pathways in the country/region considered. The RIF contains 7 Chapters:
- Introduction [Chapter 1].
- Description of Institutional Context and Regulatory Framework [Chapter 2].
- Selection of Most Relevant Bioenergy Pathways [Chapter 3].
- Exclusion of Non-Applicable GBEP Indicators [Chapter 4].
- Value Chain Description and Identification of Critical GBEP Indicators [Chapter 5].
- Visualization of Results of Prioritization of GBEP indicators [Chapter 6].
- Rapid Measurement of Critical GBEP Indicators through Monitoring of Relevant Safeguards and Good Practices [Chapter 7].
In the Zip folder attached and in the Dropbox, you can find the documents with Chapters 1-6. (Chapter 7 is still to be developed in the following weeks up to the conclusion of the related FAO project by the end of November 2021.) You will find the following files:
1. Chapters 1-4
2. Module 5.1 - questionnaire specific to transport value chains
3. Module 5.2 - questionnaire specific to heat and power value chains
4. Module 5.3 - questionnaire specific to small-scale cooking and heating value chains
5. Module 5.4 - questionnaire on feedstock for all value chains
6. Chapter 6 - Summary booklet
Please note that we have mainly focused on the technical quality of the content of the Report, while the formatting and branding of the documents is still to be done.

The background documents are the following:
- Updated Agenda.
- Preparatory note/Annotated agenda for technical meetings (WGCB and TFS). Document outlines all discussions to take place, provides links to background information, and highlights where active inputs from Partners and Observers will be encouraged.
- Financial reporting 2021 and Budget 2022.
- Information notes for two thematic areas where new WGCB Activity Groups could be established:
o Bioenergy in displacement settings; and
o Bioenergy links with food and nutrition security.
- AG8 Collection on Advanced Liquid Biofuels. Report to be reviewed by Partners and Observers for final approval during the WGCB meeting on 15 November.
