In the lead up to the High-level Dialogue on Energy in September 2021, UN Energy has launched the 'Energy Compacts' initiative, which are voluntary commitments to advance progress on SDG7 and net-zero emissions. The Energy Compacts are not only for governments but also for all other stakeholders to showcase their commitments under one umbrella and to collaborate to achieve those ambitions.
GBEP is considering putting forth its own voluntary commitments under an Energy Compact, entitled "Supporting the sustainable development of bioenergy", with the following two ambitions, which both contain core actions and targets to allow for the measurement of the impact of the ambitions:
Ambition 1, under SDG Target 7.2 - Support a sustainable, just transition to modern renewable bioenergy through the implementation of the GBEP Sustainability Indicators for Bioenergy.
* Action - Enhance the practicality of the GBEP Sustainability Indicators for Bioenergy through the development of accompanying tools and resources that facilitate their implementation, specifically:
o A Rapid Implementation Framework, which will promote the implementation of the indicators and support countries in identifying critical sustainability areas in their domestic bioenergy sector. The application of the GBEP Sustainability Indicators through a rapid implementation will not only support countries in the identification and classification of critical sustainability issues but will also assist in the prioritization of these issues, related data capacity requirements and supportive policy conditions. It therefore supports national monitoring towards SDG 7 and commitments under the Paris Agreement.
o A dedicated online platform for the implementation of the GBEP Sustainability Indicators. The platform would contain an automated tool for systematic measurement of the indicators, as well as accompanying resources to support in-country implementation. It would also facilitate periodic monitoring of the indicators using consistent methodology.*
* Targets -
o Produce handbook for practitioners for the application of the Rapid Implementation Framework of the GBEP Sustainability Indicators for Bioenergy
o Launch online platform for the implementation of the GBEP Sustainability Indicators*
*This sub-action and target are dependent on the procurement of appropriate funding
Ambition 2, under SDG Target 7.a - Support Partners and Observers of the Global Bioenergy Partnership, and all relevant stakeholders beyond the GBEP membership, to access research, share lessons learnt and collaborate in the transition to sustainable modern bioenergy.
* Action - Organize and participate in capacity development events, including webinars, workshops, trainings and study tours. Specifically:
o organization of the GBEP Bioenergy Week in Paraguay 2022 to bring together stakeholders for the Americas and promote collaboration on issues specifically related to the region.
o organization of webinars on biogas, advanced liquid biofuels, rapid implementation of the GBEP Sustainability Indicators, among others.
* Targets -
o Organize the GBEP Bioenergy Week 2022 in Paraguay.
o Organize 5 to 8 capacity building webinars on specific bioenergy topics.
We would like to take this opportunity to ask Partners and Observers to express their support or doubts about the GBEP Energy Compact, and provide suggestions for ambitions or actions that could be further included. The deadline for submissions of the Compacts is 31 August 2021 so we would kindly ask you to provide any inputs by Friday 20 August. In case we do not receive feedback, we will consider this as an agreement to go ahead.
