Thanks Anders for that background, always an education for me reading your information!  

I did reach out to the creator, Horia Bradau, of NutriSCOPE, some very powerful supply chain/food composition software, who had this to say.  I’ve learned about it in the last few months in conjunction with Canadian projects.  I think the video explains how comprehensive his approach is.  Hope it helps!

Yes indeed, nutriSCOPE is designed with this type of use-case in mind.
In the video below is shown such optimization based on certification criteria (find organic alternation). In similar fashion, we could find alternate ingredients based on nutrition optimization ( example – sodium reduction etc).

It just occurred to me that this might be a use-case for NutriScope, though maybe not exactly what Rebecca had in mind.  Can NutriScope run queries that report on substitutable supply chain ingredients of a multi-component food, ranked by nutrient content or overall nutrient score?

We are looking for an alternative tool for optimization for nutrient composition of food products. . We are familiar with Foodcase, but want to look at other options also. 
Any help  and guidance would be appreciated.
