Indus Basin Science Policy Visiting Fellowship Program
Call for Applications 2014

The Stimson Center is pleased to announce that it is now welcoming applications for its new Indus Basin Science Policy Visiting Fellows project, supported by the Richard Lounsbery Foundation. The project will bring Visiting Fellows to Washington, DC for a fully-funded two month residency (mid-January to mid-March 2014) at the Stimson Center’s Environmental Security Program in Washington, DC. The Visiting Fellows project is intended to create a platform for early-career scientists from India and Pakistan to collaboratively address research needs, enhance the knowledge base, and develop strategies to meet the shared water resource challenges of the Indus River Basin. Fellows will spend two months in residence at the Stimson Center in Washington, DC. They are offered a series of tailor-made programs and introduced to US science and policy communities in Washington, DC. In addition to attending meetings in the Washington, DC area and participating in a professional site visit elsewhere in the US, Fellows will jointly design a practical research project during their stay in Washington and present their findings at a public event in Washington. Throughout their fellowship, Fellows are closely mentored and guided by Stimson Environmental Security Program staff.

The Visiting Fellows program comes at a critical juncture.  Advancing scientific dialogue and exchanges between India and Pakistan is essential to addressing the region’s collective water security needs, and can contribute to reducing tensions, preventing future conflicts, and boosting regional peace-building efforts. The central aim of the Visiting Fellows project is to foster greater cross-border cooperation in the realm of science diplomacy among Pakistani and Indian scientists who represent the next generation of water specialists and policymakers in South Asia.

The Stimson Center will select two practicing early career scientists, one from each country.  The Center will host both candidates concurrently for a two-month Visiting Fellowship in Washington, DC. During this period, the Visiting Fellows will develop a detailed joint project that addresses a specific research need or data gap that advances scientific understanding for cooperative water resource management in the Indus River Basin. As an integral component of their collaborative endeavor, the Visiting Fellows will explicitly consider the relevant policy audiences for the project research and develop an outreach and engagement strategy for communicating the results to decision-makers and the larger publics in India and Pakistan.

The two Fellows will be selected in November 2013, and will be awarded a monthly stipend of $USD 2000 during their stay in the US. The Fellowship will also cover lodging costs in Washington DC, domestic travel expenses within the US, and round-trip air travel between South Asia and Washington, DC.

Eligibility Requirements
•Applicant must be between 25 and 40 years of age.
•Applicant must be a citizen of AND currently reside in Pakistan or India.
•Background in water management, hydrology, climate change, or environmental sciences.
•Academic candidates must possess a Master’s degree (or equivalent) and have experience in policy-oriented activities. For non-academic candidates, an equivalent degree of professional achievement is expected.
•Applicant must be fluent in both written and spoken English.

Selection
Fellows will be selected by the Stimson Environmental Security Program. Final selections will involve peer review by an Advisory Committee composed of South Asian and US water experts.

The decision of the jury is final and no appeal is possible. All candidates are informed of the outcome of their applications by e-mail.

1.A letter of motivation.
2.A concise proposal (maximum 400 words) written in English, for a joint research project to enhance the knowledge base for sustainable water resources management in the Indus Basin.
3.A CV or résumé of no more than five pages.
4.The names, titles and contact information (e-mail) of two professional and/or academic references.
5.A declaration of honor confirming residence in India or Pakistan.

Incomplete or late applications will not be considered.  Applicants will be formally notified by email about the status of their application by 18 November 2013.
