As we have been discussing school milk programmes in Africa, here is a concise report from the South African - Dairy Mail.

http://www.dairymailafrica.co.za/images/acrobat/april07/DMA%20PDF/ARTICLE1.pdf

The report is not complete - for example, Tanzania and Mauritania are not mentioned and the incorporation of milk into general school feeding is not touched on; however, I like the conclusion:

Reaping the benefits of a school milk programme is challenging. It needs to be efficient, cost-effective and well-planned. Although implementation plans may vary, the key driving force must be sustainability. Many countries across our vast continent have endeavoured to establish school milk schemes. A handful is well-established. Others are lagging behind due to logistical and financial obstacles. Many have failed completely. These programmes were unsuccessful, because they failed to plan strategically, involve all role players, build partnerships and establish a workable and sustainable school milk models. In the end, it was a lose-lose situation.

Couldn't have put it better myself!

Michael
