Dear Barbara:

The Chinese central government decided to implement the Rural Compulsory Education Students Nutrition Improvement Program in the Poor Western Regions in October 2011. This program provides dietary subsidy of 3 RMB Yuan per person per day for 26 million Primary and secondary students, therefore, the central government has allocated 16 billion RMB Yuan (about 2.54 billion US Dollar). The meals consist of a complete lunch, or supplementary of milk, eggs. This program creates favorable conditions for the national school milk program expansion to the primary and secondary schools in poor areas. The daily supply capacity of school milk has reached 8.4 million servings in 2011, an increase of 51 percent over the last year.

The Rural Compulsory Education Students Nutrition Improvement Program expands fully in 2012 so that more poor students can drink milk. At present, Mengniu Dairy Group has supplied over five million servings per day, and among them, more than about one-third for poor students. This shows a new opportunity to the Chinese national school milk program, and will provide school milk for poor students who need more nutritional support.

The Chinese national school milk program has been implemented for 12 years, and paid attention and supported by the Chinese government, as well as helped from FAO and international experiences exchange. For that, I’m looking forward to early planning the world school milk conference from FAO.
Best regards,
Professor Jianping Jiang,
Director of the Chinese National School Milk Program Committee of Experts
