Using Public Foodgrain Stocks to Enhance Food Security: The report, prepared for government and development partner practitioners, revisits the issues
and evidence concerning grain stocks, interest to which rekindled after the recent global food price spikes. It takes the form of an evidence-based review of developing country experience in using pubic stocks for both price stabilization and emergency/food
safety net assistance, to achieve food security objectives. The report provides a framework for thinking about the issue, country examples of what worked and what has not, and guidance to practitioners:
