The question of boundaries is indeed very important!
"Although SAFA Guidelines include a first step where the boundaries of the operation are defined, it was agreed that guidance notes will be developed for setting minimum requirements for the boundaries of a SAFA assessment (step 1). Any TF members hints are welcome on boundary setting requirements."
I would suggest that SAFA should open the door for the assessing an all food system at territorial level. The “institution” would then be the local authority.
Toronto or Belo Horizonte could be interesting case studies.
