Dear Colleagues,
Further to the message below, please find attached the Executive Summary and recommendations of Version 1 of the HLPE report "Biofuels and Food Security".
Please note that there are three recommendations to GBEP (recommendation 1c on page 8; recommendations 5b and 5d on page 10).
We could take the opportunity of the Berlin meetings to further discuss this.
Kind regards,
GBEP Secretariat

Subject: HLPE V0 draft of the Report: Biofuels and Food Security - Public consultation until 30.01.2013
Importance: High
Dear Colleagues,
In October 2011 the UN Committee on World Food Security (CFS) recommended a “review of biofuels policies – where applicable and if necessary – according to balanced science-based assessments of the opportunities and challenges that they may represent for food security so that biofuels can be produced where it is socially, economically and environmentally feasible to do so”. In line with this, the CFS requested the High Level Panel of Experts for Food Security and Nutrition (HLPE) to “conduct a science-based comparative literature analysis taking into consideration the work produced by the FAO and Global Bioenergy Partnership (GBEP) of the positive and negative effects of biofuels on food security”.
The HLPE has developed a V0 draft of its report and is now seeking inputs on it. Final findings are expected to feed into the preparation of the CFS Plenary session of October 2013.
Considering the relevance of this report for the GBEP work on the sustainable development of bioenergy, I would like to draw your attention to the fact that HLPE is launching an open electronic consultation on the preliminary V0 Draft of the study, for public feedback and comments until 30 January 2013.
· To download the V0 draft report link at the HLPE website www.fao.org/cfs/cfs-hlpeor click directly on
· To participate in the e-consultation click on http://www.fao.org/fsnforum/forum/discussions/biofuels-v0, or send your contribution directly to the Forum moderator at [log in to unmask], or to the HLPE Secretariat at [log in to unmask]. Contributions by individuals or by institutions are welcome in English, French and Spanish.
I believe your contributions will be very useful to improve such an important report that will influence the decisions/recommendations of the UN Committee on World Food Security (CFS) on biofuels and food security related matters, and subsequently influence the future international approach on this important matter.
Kind regards,
Michela
