Dear Paul and Colleagues,

Before we draw the curtain, I will like to suggest that the organization of
this project should have a pyramid structure that is: International (OIE,
FAO), Regional, Reference Labs, National levels for the purpose of
coordination and order. This will enhance coordination at all levels

The themes and subthemes should be open to all since some are cross
cutting. It can also take the form of a "close user group" for all those
who will sign up. This will enhance the flow of ideas. Some time (period)
can be designated to a theme depending on the issues to be discussed
(perhaps a month) and a theme should not run concurrently with other themes
so that everyone can be in the picture and also learn one or two things
from other groups.

Besides it will also be good to have periodic summaries of discussion (both
technical and non technical) so as to carry the farmer and policy makers
along, peradventure we decide to involve them at this level.

 Each of the themes should have a moderator who will be nominated by the
Chief moderator which will easily and quickly set the groups rolling.
