I am Suresh Babu, currently a Senior Research Fellow at the international Food Policy Research Institute (IFPRI) in Washington. I am conducting research on institutional development including national agricultural research systems (NARS) and their management. Previously I was a research economist at Cornell University's Food And Nutrition Policy Program. This has been a rich exchange of ideas and views on this forum. At IFPRI we have been looking at these issues for the past 30 years. Much of what was done as part of this effort is available on www.IFPRI.org. I am appreciative of the issues and challenges raised in the forum. I am in India currently working with and discussing similar impact assessment issues with scientists of the NARS. The capacity for conducting such analysis is grossly missing, and not fully recognized and appreciated.
