Dairy Outlook is a service of FAO’s Trade and Markets Division
The FAO book published last year on milk would be a good resource. It has a table with country dairy recommendations.

Thank you to Gregory for highlighting this source. The book is available at: http://www.fao.org/docrep/018/i3396e/i3396e.pdf
The information is contained in Table 4.7 (pages 183-204) and covers 42 countries.
The 1998 school milk survey also has a table on recommended daily milk intake for children – Question 2a and others: http://www.fao.org/fileadmin/templates/est/COMM_MARKETS_MONITORING/Dairy/Documents/SM_quest_replies.pdf
The 2013 school milk survey results are now ready and are scheduled to be released in the coming weeks – this will move extensive than the coverage of the 1998 survey.

Subject: Global recommendations on milk consumption?
Dairy Outlook is a service of FAO’s Trade and Markets Division
Dear Michael and Dairy Outlook members,
Many countries have recommendations on milk consumption. I have often seen references to WHO or FAO recommendations but I cannot find the sources of this information. If there are such international or global recommended levels of milk consumption, where is this published?
