Matija, that sounds somewhat different than what I understood the PUIDs were going to be, but I am new to this game.  Yes, the PGR suppliers will need to obtain a PUID and agree to use it, but I thought GLIS was setting up infrastructure to support that. I'm afraid I don't have a good sense of how it will all proceed operationally (maybe because it hasn't been worked out yet), but I agree that adoption by the material suppliers is the only way PUIDs for PGRFAs will work.

We will have to agree to disagree about the forever part. I'm not willing to go that far, because I don't think it is necessary to build robust systems.

All of the MCPD descriptor values for any single accession can change, even the most “identifying” ones.

INSTCODE can change: CIV033 (WARDA) is now replaced by BEN089 (AfricaRice). See notice their page on https://www.genesys-pgr.org/wiews/CIV033

ACCENUMB can change: all ACCENUMBs in PER001 recently obtained a “CIP “ prefix.
And I already mentioned GENUS.

It is not possible to reverse-resolve a PUID from metadata, when the data doesn’t match.

Therefore, the genebanks and other entities (e.g. breeders) with PGR collections are the ones who will need to (1) obtain a PUID and (2) maintain that PUID forever just next to the ACCENUMB and (3) always include the PUID when sharing data.

Organisations that hold PGR material need to agree to maintain the PUID forever. I believe that the mechanism through which  adoption of PUIDs can be supported is to include PUID in the MCPD standard (as the #1 entry, before INSTCODE). The MCPD should specify how a new PUID can be obtained using GLIS / or other mechanisms.
