There were limitations to that system as well, as the access to social services was tied to the individual’s employment, and social benefits were oriented towards certain population categories (such as war or labour veterans) or towards employees of certain industries, regardless of their income level. Over the past two decades significant work has been carried out in the region in reforming the national welfare systems to match the demands of market economies. Some countries have achieved greater progress in transforming their systems, while others have introduced partial measures largely retaining the past system of privileges. In this context we invite you to share your comments on whether the current social protection programmes are conducive to national food security and on what would be the role of various stakeholders, including FAO-REU, to support governments and societies in creating effective social protection nets. The full background and all guiding questions are available in English and Russian on the discussion page. Please do not hesitate to circulate this invitation widely and to contact us for any further information. Sincerely, Your FSN Forum Team |
