To my knowledge, there is currently/officially only the files on the INFOODS page you refer to. They contain the definitions of each component.
The files follow the format set out in the UNU original publication by John Klensin et al: Identification of Food Components for INFOODS Data Interchange, 1989. See https://archive.unu.edu/unupress/unupbooks/80734e/80734E00.htm
The remark about the 130 new components to be added has been there for years.
